I have problem with indian railways.plz guide me how i can approach to railway tribunal court?

I hv applied for refund after cancellation of ticket but after writing 3 letters they are not listening me what i should do. I want to lodge a complain in railway tribunal court where i have to go plz guide me.n mail me at neelam4n
